So does this money that's over the in-game cap go to the league? I'm a little confused.

This is the surplus money that can be used for trades, stadiums, upgrades and for seasons when you go under and want to max out your in-game cash to $20 million.
We also used to use this for career-ending "surgery" and for no-trade clauses.

Thanks. So I can check this at the beginning of each year and add it to the $20M on my Financial Report? Does this money accrue year to year? How can we lose it, if at all?

We just cap the in-game money at $20 million.. but if you were to spend a bunch of in-game cash on things like bobble head day, retro jersey day, etc., you could re-fill it with this money at any point. But $20 million is our max.
It will accrue year to year if at the end of the season your revenue goes over that $20 million - the excess goes into this bank.
You could potentially lose it if say you had a huge loss - high payroll and low revenue - that brought you past the negative $5 million in-game minimum.

We should also track negative amounts, and we SHOULD come up with rules that force consequences on people who continually carry a negative balance.

I would also like to come up with some other uses for CASH -- like being able to "invest" (at a hefty price) in your minor league development in order to purchase VERY limited development and/or talent points.
The price should be pretty substantial, and should only offer a mild benefit -- like perhaps ONE talent point for ONE player to put on ONE category, or TWO development points to be spread onto any two skills (meaning, vsL or vsR spots), and cannot be placed on the same skill (cannot put both points on "vsL contact", but COULD put one on vsL contact and one on vsR contact, for example). The talent upgrade capability should only be able to take a rating up to a MAX of 7.
Limit this investment to a total of one or two per season. Make it cost something like 10M.
Might be worth it for some players.
Just an idea.
