When I acquired the $32,000,000 across those four deals, I was already capped in game at $20,000,000. The season ending $19,125,000 in-game was not impacted by those deals. The drop from 20m was due to a couple promotional days.
My 1999 ending bank was $498,166.
$32,000,000 + $19,125,000 + $498,166
Less $42,393,124, my final deficit, should leave me with $9,230,942 in game and a bank of zero. No?

I assume that would be the organic consequence of a total inability to sign any free agents or make contract extensions until it’s remedied or fixes itself through attrition.

Yeah, usually the game works it out. I think the game will release the largest contract if the team cannot pay it. It's been over ten years since I experimented with the game to see what would happen if a GM signed more contracts than it could afford.

Going into the red is fine.. the out-of-game bank can be used to bring your team cash back to $20 million and cover any losses over the $5 million threshold in-game.
However, based on team budget and payroll, it could prevent teams from signing extensions or having money for FA.
Seattle and Boston were sort of financially strapped last season and that's in part why we see Belle, Smoltz, Edmonds hit the market.

Smoltz hit the market because he was being wildly unreasonable....but Belle was just too pricey. And I was a little reckless last season because I still have some cash in the bank. A few teams are out of bank and I think Pittsburgh's creditors are coming for his kneecaps soon...does he have to earn back the $6m he owes the bank before he can sign anybody or just the -$5m in-game limit?
