Prospect talent losses should be factored into this. The Cubs took over ten talent hits last season alone to key prospects in their system.

There is no way to track prospect talent loss. Many teams had a lot of prospect losses last season, they just didn't announce it. Plus I don't see how that affects the ML team unless they were a bunch AAA guys on the cusp.
That said, i'm totally good with no limit.

Im not that concerned by a team losing 100 games several years in a row if they’re making an honest effort to rebuild (and maybe got some bad luck). On the other hand, I think a single season of losing 125+ (I.e., the worst record in MLB history) should come with stiff penalties, including losing the 1st pick (at an absolute minimum) because it’s unrealistic and you’re intentionally exploiting loopholes in the game to gain an unfair advantage on the rest of us by trotting out a AA team (i.e., guaranteeing top pick while not suffering the real world consequences like the GM being fired and the team being moved to Vegas).

The more prospects you have the more talent losses you'll have its part of rebuilding... you will also have some gains too but you can't complain about prospects losing talent since everyone has to deal with that... no team should lose over 100 several seasons in a row or they are actively trying not to win... its really not that hard to be bad for a season or two and then be competitive especially with the FA classes we have been having.
With my rebuild I only have two seasons of 100 losses.

I built from scratch with a complete player total of like 32 and only had one.

We're all adults. It's your team and not easy to find OOTP 6.5 GMs so if you want to spend your life rebuilding, it's your team, no max vote here. Just my 2 cents
